SB 721 requires periodic inspections of balconies and elevated walkways in apartment buildings. SB 326 sets similar requirements for condominiums and HOAs. Both laws exist for one reason — hidden water damage weakens structures until they fail.

What NOT to Do on Your Balcony

Skip the flooring on top of the deck. Artificial turf, outdoor carpet, tile, and mats feel like upgrades — but they trap moisture against the waterproofing membrane. Worse, they hide damage until it's too late to catch early.

Avoid planters that collect water. Pots and planters that hold water at the base sit on the coating for weeks at a time. That constant moisture breaks down the waterproofing and opens a path into the framing.

Protect the surface from scratches. A single scratch from a dragged chair can let water in. Add felt or rubber pads to every piece of patio furniture.

Keep heavy loads off the balcony. Home gym equipment, refrigerators, washers and dryers, hot tubs, and stacked storage don't belong on an elevated deck. Balconies are designed for people — not appliances.

Don't overcrowd it. Keep gatherings to about six people. Extra weight and movement put real strain on the structure and its connections.

Leave the railing alone. Leaning on or shaking a balcony railing weakens it over time. Grills and fire pits are off the list too — heat and grease damage the deck coating and create a fire risk.

What TO Do to Keep Your Balcony Safe

Keep drains clear. Scuppers, gutters, and floor drains must stay free of leaves and debris. Standing water is the fastest route to structural damage.

Notice and report problems early. Keep an eye on the deck surface, railing, supports, and connections. Watch for puddling, cracks in the deck or stucco, gaps between the deck and the wall, soft spots, rust stains, or sagging. Report any of these right away — early detection is the difference between a small repair and a major rebuild.

Wash gently. Mild soap and water is all your balcony needs. Pressure washers and harsh chemicals strip the waterproof coating and shorten its life.

Leave the deck intact. Never drill into the deck surface or railings. Every hole becomes a leak point — and a future repair.

Confirm your balconies slope to drain. Standing water is never acceptable. If water pools after rain, the slope or drainage needs correction.

Put balcony-use rules in writing. Add them to leases, CC&Rs, and house rules. Clear rules keep newly repaired decks protected from the start.

Respond fast to resident reports. A tenant who flags a soft spot is giving you an early warning. Small problems stay small when you act quickly.
